From the first paragraph: "Without a single attempt to escape, an average of 40 Negro convicts were maintained for 10 months in the Fulton County (Ga.) honor camp conducted under the observation of the United States Office of Public Roads and Rural Engineering and the United States Public Health Service..." The authors stated no armed guards were present, no additional "inducements" were needed, and that conditions were ideal for the experiment.
