Contents were a detailed attempt to remedy malapportionment in Georgia. Delegates are listed, yeas and nays recorded, on the various efforts to reduce number of representatives and base representation to some extent on the census of slaves. According to De Renne, the Constitutional Amendments adopted by the Convention were "Not ratified by the people on the first Monday of October as provided by the Act" convening the Convention.
