The signers state in their opening argument; "by petition, as we now seek to do, their well matured convictions on the subject and their ernest desire that you unite upon a measure, or on a provision of the proper appropriation bill, that will provide the ways and means to so improve the Savannah River that it will be made, as it can be made, navigable all the year round for steamboats, of reasonable draft, between the City of Augusta and the port of Savannah."
