First Edition. Hardcover. Octavo. [2], 52 pages, [2]. Yellow wraps with both covers recased in a later black cloth hardcover with black leather corners and spine. Leather chipped on the spine. 2 end sheets added in the front and in the back. Illustrated armorial bookplate of Henry Carter Stuart on the front paste down. Not a Confederate imprint. From wikipedia: Henry Carter Stuart (January 18, 1855 – July 24, 1933) was an American businessman and politician from Virginia. Between 1914 and 1918, he served as the 47th Governor of Virginia, a period which encompassed World War I.[1]

In 1861 Alexandria, Virginia came under control of Federal forces during the Civil War. According to Brenaman (History of Virginia Conventions) "The convention which adjourned April 11th, 1864, consisted of seventeen delegates, representing but few counties in the state." The Constitution was not adopted. From page 10 of the Journal A. Watson submitted the following amendment - "Every white male citizen of the Commonwealth of the age of Twenty-one years, who has been a resident of the State for one year and of the county, city or town, where he offers to vote for six months next proceeding an election shall be qualified to vote for a member of the General Assembly and all officers elective by the people; but no person shall vote hereafter at any election who has held a military commission under the so called Confederate Government above the grade of Lieutenant Colonel; or who has held civic office under the so-called Confederate Government, or under the State Governments under rebellion against the Government of the United States...."
